Christian Odendahl, economista del Centre for European Reform (CER), un instituto de investigación crítico pero defensor de la integración plena de la EU, admite que los socios comunitarios -y en especial, los monetarios- han reforzado sus herramientas tanto fiscales como monetarias, pero volverán a tener un “uso limitado”. En su opinión, y ante los vientos de recesión que llegan a Europa, se necesita reacciones “tempranas, arriesgadas y agresivas” si no quiere “sufrir una crisis política” que puede acabar con su propia existencia.

In Big Sam’s proposal, the CBT would be linked to the costs of buying carbon permits under the EU’s emissions trading scheme. A foreign exporter to the EU would have to pay a border tax equivalent to the cost of buying emissions permits to produce the same good inside the Single Market.
