Exempt Ukraine from EU’s CO2 tariff, expert urges
We “suggest that the EU consider to temporarily exempt Ukraine from CBAM,” Elisabetta Cornago, a senior research fellow at think-tank CER who recently authored a study on the CO2 tariff, told Euractiv.
She says, “the country being at war surely counts as exceptional circumstances.”
When a country is hit by an “unforeseeable, exceptional and unprovoked event” with severe consequences for its economy, the European Commission can submit a report to European Parliament and EU countries to amend CBAM to address them.
This could allow for a temporary exemption for Ukraine, Cornago explains.
